They call it a ‘Driver’s License’ but don’t mention driving. Instead it’s license/permission to ‘operate a motor vehicle’–meaning run a taxi or freight business. ‘Operate’ is finance term, e.g. operating income. Motor-vehicle is automobile used to trans-port passengers/freight.
18 USC 31 (a) (6) Motor vehicle.— The term “motor vehicle” means every description of carriage or other contrivance propelled or drawn by mechanical power and used for commercial purposes on the highways in the transportation of passengers, passengers and property, or property or cargo.
Passenger means a paying customer. My girlfriend ain’t a passenger.
Black’s law: Passenger: “A person whom a common carrier has contracted to carry from one place to another.”
A road becomes a public road when the public uses it. We’re not part of the public. “Public” means govt, as in public land, public schools, etc.
