The people of Pennsylvania (aka nonresidents) do not need to ‘title’ their automobiles.
Pennsylvania code refers to the people as ‘nonresidents of this commonwealth‘, and these nonresidents do not need to title their autos.
§ 1102 says, “Vehicles not requiring certificate of title. (4) A vehicle owned by a nonresident of this Commonwealth and not required by law to be registered in this Commonwealth.” source
If “Nonresident” simply meant “someone from Ohio,” the code would just say “out-of-state drivers.” By using “Nonresident of this Commonwealth,” the law is acknowledging people who are:
- physically within the geography
- and have a relation to the Commonwealth,
- but are unaffected by this statute.
A book-club would never have the rule, “Food is not for nonmembers of this book club.”.
- The rule would be “Food is only for members of the book club.”.
- Or it might say, “Food is not for nonmembers”.
- But it wouldn’t say “For is not for nonmembers of this book club.”
However, the Commonwealth of Pennsylvania code (not law) does mention nonresidents of the Commonwealth.
Officer says, “You need a license plate for that vehicle.”
I say, “Not resident of the commonwealth. Not resident of any state. Live in Pennsylvania as man on the land.”
Feds have a history of referring to people not under their jurisdiction as nonresident aliens. The noteworthy Treasury Decision 2313 describes Frank: Brushaber, a citizen of New York, as a nonresident alien:
“Under the decision of the Supreme Court of the United States in the case of Brushaber v. Union Pacific Railway [sic] Co., decided January 24, 1916, it is hereby held that income accruing to nonresident aliens in the form of interest from the bonds and dividends on the stock of domestic corporations is subject to the income tax imposed by the act of October 3, 1913.” more here
Feds issued TD 2313 after the famous Brushaber income-tax case where the Supreme Court described Frank: Brushaber as a citizen of New York (not citizen of United States), which means he is a nonresident alien with respect to the United States (the federal government). more here
Nonresident alien = the people, with unalienable rights, from our creator
Resident = visitor with no rights or only civil rights, granted by the federal government. Presumed to be U.S. Person domiciled within federal territory.
There is also the 1040 U.S. Nonresident Alien tax form which should be used by the people when they receive federal benefits, which are taxable. more here
The reason the Pennsylvania Code at 1102(4) exempts ‘nonresidents of this commonwealth’ from vehicle titling is because it respects the (true) status of the people. People have the right to travel, whether by bicycle or automobile, as long as they don’t hurt anyone and are not reckless. Traveling is not a special activity that requires supervision. It ain’t nuclear power.
Most people mistakenly believe they are ‘Residents‘—a status that is a transient visitor under the jurisdiction of a foreign power (the federal District).
Musicians go to Vegas to have ‘residencies‘ which implies they will be there for an extended time as visitors! Either we have millions of musicians staying within Pennsylvania or we have millions of misled people stating they are residents.
So while the code clearly states nonresidents do not have to title their vehicles, no one knows this applies to the people because we’ve been brainwashed into referring to ourselves as residents.
The further truth is Commonwealth of Pennsylvania is a federal franchise and not the same as Pennsylvania, the state. So the Pennsylvania ‘code’ is actually federal code. The federal flag is likely throughout the buildings of Commonwealth of Pennsylvania.
Gov’t has K-12 not to teach people reading, writing, and math, which is easy to learn at home, but instead to teach government lies.
