Not saying federation can’t collect a tax. What I’m saying–and what the Constitution says–is the federation can tax the states, in proportion to the census, then the states can tax the people. Feds can only directly tax all FEDERAL sources, like federal employment and govt contractors.
From the Constitution:
“No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census…”
Federation can still give block grants to the various states, such as providing funds for interstate roads. But the money comes from the states, not the people directly. The money comes from the people indirectly, via state taxes on the people.
Federation can tax the states, potentially in any amount. Of course, when the Senators were elected by the state legislatures, there were some natural restraints here; now no longer.
Nothing any of us can do to stop states from taxing us, after the federation taxes the states. When people finally comprehend that they’re NOT liable for the income/excise tax on FEDERAL sources, such as working for govt or selling to govt, then the federation can go back to the normal route of collecting funds: tax the states.
