Victims often get nothing when govt wins cases, because govts sue for their U.S. person/citizen/franchises. Govts technically argue the other party harmed their property, meaning the U.S. Person/U.S. Citizen. See recent news story.

Also bc the biggest con is that govt is charitable. The truth is govt workers and associates often out for themselves. Like the NGOs, where officers get very-high six-figure salaries, the govt workers also get the first take with lavish salaries and pensions or just cushy jobs, all paid for with settlement money that should go to victims’ families.
