It’s called the United States Code. It is code, not law. A code of conduct that govt employees, agents, and possibly vendors must follow. Marines likely have a code. Does thou follow the Marines code? Then why does thou think the US Code restricts thy actions?

“Citizen” is office/title in govt, just as private companies have ‘Director” as an office/title.
