Which state? Either (1) federal STATE OF FLORIDA (aka FL) or (2) civil-war era, reconstruction control over Florida (the original state; meaning the ppl, land and govt).
Guessing the first. He claims jurisdiction over the federal land within Florida and over the U.S. Citizen resident (aliens) assumed domiciled within DC.
If it was military rule dating from ‘Civil War’, then no need for resident (alien) ruse or even the 14th amendment deception. Just conquer and control.
