Virginia DMV is a federal entity. 👀 It is based on a compact (agreement) exclusively related to United States, meaning federal jurisdiction.

As used in this compact:
(a) “State” means a state, territory or possession of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.“United States” is the entity that manages the territories and the operations of The United States of America. This is why policy/policé officers wear the United States flag. They are federal.
