U.S. citizens are actually citizens of the District of Columbia, where the federal govt has absolute power. DC citizens are domiciled within DC and only resident-aliens when in any of the 50 states. The notion of ‘federal citizen’ does not get to the heart of the matter. DC is where the federal govt calls home, and as of the 14th amendment they started to have their own citizens
