Residents are Americans living within Uruguay, not Americans living within one of the states

A resident is someone visiting or working somewhere. A promotion from a Uruguay site lists the residency options available to Americans. Americans might be residents when they go to live within Uruguay, but not when they live within one of the 50 nation-states. They are domiciled in one. No one teaches us to use domicile because the feds presume we are domiciled within District of Columbia and only residing in one of the 50 nation-states.
