Portpass agency knows “without United States” option – Part 2 of State Dept Portpass experience

Portpass/passport agency within DC knows difference between within versus without United States.

I explained that I — as a man — have never received a (social) security number. My attached declaration explained this in detail. Yet, they required use of their short form that only covered this point.

They initially gave me a form that had the declaration for USC 1746 (2) which is for within United States, meaning (if geographically) the land of the territories or meaning the within the internal operations of the government or it’s corporations. It’s likely geographically.

Here are the two options for declarations  shown in 28 USC 1746. State natives/nationals would use option (1).

(1) If executed without the United States: “I declare (or certify, verify, or state) under penalty of perjury under the laws of the United States of America that the foregoing is true and correct. Executed on (date).
(Signature Autograph)”.

(2) If executed within the United States, its territories, possessions, or commonwealths: “I declare (or certify, verify, or state) under penalty of perjury that the foregoing is true and correct. Executed on (date). (Signature Autograph)”.

So I edited this form to make it without United States (like number 1 above). I simply added “^ under the laws of the United States of America”.

They called me back 15 minutes later to explain an edited form is not acceptable.

Then they gave me the form for without United States. Meaning they have both forms and initially gave me the ‘within’ form as a means to dupe me into being under their jurisdiction.

First, I think it’s treason for them to try to move me out of the states where the constitution applies and into the territories where United States (the government) has absolute control with few limitations.

Second, asking a man if he has a security number is frivolous. This is because it makes no sense. Men don’t have security numbers. Only (publicly traded) companies have security numbers. When I trade stocks/security numbers, my brokerage sends trade confirmations and each trade lists the company and its security number.

The artificial legal person, memorialized with the ‘Birth Certificate,’ has a security number and a name that is a lot like my given name and family name, but that has nothing whatsoever to do with me.

Whereas, me, the man, have a Certificate of Live Birth and conduct my affairs as a man, for the most part. Even if I did use the artificial legal person for trade within their merchant system does not mean all my activities are conducted within that system.

United States has still not give me the travel papers (portpass/passport). I’m going to ask my home state. Contact the Secretary of State.

  1. Keep in mind that one’s “domicile” is a matter of choice as is “citizenship,” Citizenship is a status and it depends on one’s “intent” and “act” to acquire citizenship.

    Also it is possible to live within a state without being a “resident.” One may by choice live in a place as a “transient foreigner.”

    “Civil law” aka “municipal law” pertains solely to citizens and inhabitants who have established a permanent residence within the state. The common or criminal law pertains to all men and women at all times in any place where they may sojourn.
